Yes, absolutely, it is…and it's supposed to be. I think a lot of folks forget that this is not just a preliminary vote for the general election. The party sets the rules, not the government, so the rules are filled with oddities and vary from state to state. Some of those oddities have benefited Trump and Sanders and they're fine with those. They just don't like the oddities that benefit their opponents.
