This is a "lost" sketch from the original series of Monty Python's Flying Circus. It was done for Episode 12 of the third season, which was the episode with "Spot the Looney" and other bits you probably remember. This one, you may never have seen.
The sketch is called "Political Choreographer" and I haven't heard an explanation of why but it was aired once or twice, then cut from the show (and apparently, the master recording) for reruns. The BBC did not have a copy of it in their vaults but someone found a home recording of the 1973 episode from when it aired on station WTTW in Chicago in 1980. The tape starts with a short pledge break pitch with Terry Jones and Graham Chapman that preceded the episode. Then you'll see the sketch, which has apparently been included as a bonus item on some recent DVD releases…
